THE National Police Commission (Napolcom) awards the prestigious Police Executive Service Eligibility (PESE) Certificates to 209 deserving police lieutenant colonels (PLtCols) during the 19th PESE Conferment Rites at the Jesse M. Robredo Hall, Department of the Interior and Local Government (DILG)-Napolcom Center in Quezon City on June 5, 2025.
Gracing the event as guest of honor and speaker is DILG Secretary and Ex-officio Napolcom Chairman Juanito Victor Remulla. He is joined by Vice Chairman and Executive Officer Rafael Vicente Calinisan, Commissioner Ricardo Bernabe, Commissioner Josephus Angan, Commissioner Beatrice Aurora Vega-Cancio, and Philippine National Police (PNP) Chief and Ex-officio Commissioner PGen Rommel Francisco Marbil in conferring the eligibility certificates to the latest batch of PESE conferees.
The conferment ceremony marks the culmination of a meticulous two-phase selection process designed to uphold the highest standards of leadership and integrity within the police service.
Candidates have undergone a comprehensive written examination and a rigorous validation interview, each aimed at assessing their capacity for sound judgment, proven leadership and steadfast commitment to the core values of policing. This distinction reflects not only their qualifications but also their dedication to exemplary public service.
The PESE Certificate is a requisite for appointment to third-level ranks in the PNP, from police colonel to police general, in accordance with Napolcom Resolution 2006-082. The eligibility affirms the candidate's capability to navigate the complex demands of senior police leadership, particularly in matters concerning public safety, ethical governance and organizational development.
