Aside from major roads in Metro Manila, NCAP now expands to these five cities
MANILA, Philippines – The no-contact apprehension policy (NCAP) will be implemented again on Monday, October 5, in the cities of Manila, Muntinlupa, Parañaque, San Juan, and Quezon City.
Valenzuela was also supposed to resume NCAP implementation on Monday, but the city put it on hold due to several ongoing road repairs affecting traffic flow.
The resumption comes nearly three months after the Supreme Court dismissed a petition challenging the policy.
Under NCAP, local governments and the Metropolitan Manila Development Authority (MMDA) can use closed-circuit television (CCTV) cameras to detect and record traffic violations. Violators are then issued traffic violation tickets.
The MMDA began reimplementing NCAP on several major roads in Metro Manila in May 2025 after the Supreme Court partially lifted its temporary restraining order against the policy.
Motorists caught committing traffic violations through NCAP would receive real-time notifications via SMS and email.
The public can check whether they have been recorded committing a traffic violation through the NCAP “May Huli Ka” (You’ve Been Caught) website and eGovPh app.
Rappler also listed some of the top traffic violations in Metro Manila, alongside the corresponding fines.
