The Philippine government is considering requiring people to register their SIM cards in-person to make identity verification more secure. This move comes as authorities look for ways to crack down on the illegal sale of IDs used in scams.
As reported by Inquirer.net, the National Telecommunications Commission (NTC) announced that it would review proposals to improve the SIM Registration Act, including a requirement for SIM card owners to be physically present during registration.
This would be similar to the process of applying for a driver’s license for example.
The online registration system has faced criticism for being exploited by fraudsters who sell preregistered SIM cards to facilitate scams. These cards are often used to send fraudulent text messages, which have become a significant issue in the country.
The NTC and telecommunications companies have raised concerns about SIM cards being sold for illegal purposes. Those caught selling or using fraudulent SIM cards could face prison sentences ranging from six months to six years, along with fines between Php100,000 and Php300,000.
The NTC has already directed telecom companies to improve their registration processes and better validate SIM cards. In addition, the commission has proposed new rules to regulate SIM ownership and limit the number of valid government-issued IDs used for registration.
The government is also exploring the creation of a platform to allow telecom companies to verify registrants’ identities using official IDs. Alexander Ramos, head of the Cybercrime Investigation and Coordinating Center, emphasized that multiple forms of identification would be needed for proper verification.
