MANILA, Philippines — The National Unity Party (NUP) backed yesterday the call of one of its members, Quezon City 3rd District Rep. Franz Pumaren, for the House of Representatives to conduct an investigation into the alleged anomalous procurement of mobile primary care facilities or MPCF by the Department of Health.

NUP chairman and House Deputy Speaker Ronaldo Puno said the proposed legislative investigation is meant to examine the Department of Health procurement, oversight and implementation of the MPCF program, in light of recent complaints filed with the Office of the Ombudsman against top DOH officials.

The complaint alleged bid rigging and irregularities in the procurement process.

“This resolution reflects a legitimate concern that must be addressed through proper legislative oversight. When serious questions arise over the use of public funds, Congress cannot simply look the other way,” Puno said in a statement.

Puno said the NUP stands behind the initiative and will work with other legislators to ensure that the matter receives the attention it deserves in the House.

“This involves approximately P1.8 billion in public funds. That alone demands answers from the DOH,” Puno said.

“For programs of this scale, transparency cannot be optional,” he added.

The NUP, the second largest political party in the House, said legislative oversight is essential when programs funded with billions of pesos in public resources are involved, particularly those intended to deliver essential services to communities across the country.
