MANILA, Philippines — Oriental Mindoro Gov. Humerlito Dolor is among key witnesses in the government’s case against nine public works officials in Mimaropa charged with graft and malversation of funds in connection with substandard flood control projects in Naujan, Oriental Mindoro.

Dolor, appearing as a prosecution witness before the Sandiganbayan, affirmed that the P289.5 million flood control project used substandard materials and failed to meet specifications.

He described inspected structures in Barangay San Andres as “not actually projects” but “a waste of people’s money.”

Dolor’s statement bolsters earlier audit findings and strengthens graft and malversation cases against Mimaropa public works officials and Sunwest Corp., which is linked to former congressman Zaldy Co.

Dolor’s earlier exposé on anomalous flood control projects in Oriental Mindoro, which were not coordinated by Mimaropa public works officials with the provincial local government unit, had prompted Public Works Secretary Vince Dizon to inspect the projects.

In November 2025, the Independent Commission for Infrastructure issued a subpoena to Naujan Mayor Henry Joel Teves, requiring the submission of construction permits for flood control projects.

Teves had said no such applications were filed with the local government.

The commission estimates that at least P63 million in funds were wasted due to ghost projects, substandard construction and overpriced flood control initiatives in Oriental Mindoro.

Meanwhile, the Bureau of Customs is hoping to raise almost P400 million from today’s auction of 10 luxury cars, including the eight cars owned by contractors Curlee and Sarah Discaya.

Customs Commissioner Ariel Nepomuceno said they are targeting to raise P82 million from the Discayas’ vehicles and P315 million from two Bugatti cars. — Evelyn Macairan
