ILOILO CITY —This city is poised for a significant transformation as a P18.27-billion property development project under a public-private partnership (PPP) framework is set to reshape its urban landscape.

The Iloilo Global City project, proposed by the Iloilo Global City Corp. (IGCC), will stand as the largest among 14 new projects in the national PPP pipeline.

The PPP Center said the project will "establish new growth centers, where everyone can have the live, work and play lifestyle everything within easy and convenient reach."

Classified under the PPP Center's property development category, the project will include a large-scale mixed-use complex featuring commercial, residential and institutional spaces to attract investors and create job opportunities.

The Iloilo City government, which serves as the project's implementing agency, is currently reviewing the proposal.

IGCC, which submitted the unsolicited proposal, is an associate of the Cebu Landmasters Inc. (CLI), a publicly listed property developer known for its real estate ventures across the Visayas and Mindanao.

IGCC has a 43-percent effective ownership in CLI as of 2023. The firm is a joint effort between CLI and two other unidentified corporations. It focuses on property development, sales, leasing, and property management.

In March 2025, CLI representatives presented the Iloilo Global City proposal to the PPP Bids and Awards Committee of Iloilo City.

CLI has already established a foothold in Iloilo through several key projects. Among them is Casa Mira Iloilo, a 14.4-hectare residential community in Barangay Camalig, Jaro, with 1,188 housing units — nearly all of which have been sold.

Another significant development is Terranza Residences, a 33-story upscale condominium with 600 units, currently under construction in downtown Iloilo.

Terranza Residences, the city's first vertical residential tower, is a joint project with International Builders Corporation, with CLI holding a 50-percent stake and leading the project's management.

Construction began in October 2021.
