Pangilinan to Padilla: ‘I won’t back down if he wants to file a case’

MANILA, Philippines — Sen. Francis “Kiko” Pangilinan on Tuesday challenged Sen. Robin Padilla’s plan to file an ethics complaint against him, saying he would also pursue a counter-complaint over Padilla’s alleged threats and intimidation during a recess in the plenary session. In a statement, Pangilinan told Padilla not to be “balat sibuyas” or onion-skinned as
