In a disclosure to the Philippine Stock Exchange, PLDT named Louella Calixtro as first vice president and chief procurement officer, bringing to the company a veteran whose portfolio spans two decades of leadership.

MANILA, Philippines — Telco giant PLDT Inc. has enlisted the service of a former Globe Telecom Inc. executive to head its procurement department in a period when it is tightening up on spending to bolster financials.

In a disclosure to the Philippine Stock Exchange, PLDT named Louella Calixtro as first vice president and chief procurement officer, bringing to the company a veteran whose portfolio spans two decades of leadership.

Calixtro worked for several companies like telco multinational Liberty Global and digital pioneer VEON Ltd., which publicly trades its shares at the Nasdaq Stock Market.

Moreover, Calixtro traces her roots to PLDT’s rival Globe, where she served as head of contracts support services between 2004 and 2007. She also holds certifications in commercial and vendor contracting, service level agreements and business and project management.

Calixtro will play a crucial role in improving the procurement controls of PLDT.

Right now, the telco is bringing down capital expenditures to sustain positive cash flow, which it has managed to achieve for the first time since 2018.

PLDT is planning to spend P60 billion for capital expenditures this year, and it is expected to trim that further to the P50-billion level in 2026.

PLDT also selected Sesinando Milla III as vice president and head of NFM energy management, bringing with him his expertise from Manila Electric Co. (Meralco).

Prior to his transfer to PLDT, Milla served as vice president for business operations and project management at Meralco Energy Inc. between 2019 and 2025.

Concurrently, he was assigned technical project manager at Meralco unit MIESCOR from 2024 to 2025.

Further, Milla lent his expertise to Total, Saipem, Teekay, MODEC and Alsthom/Areva Singapore.

Meanwhile, PLDT is keeping the services of Marilyn Victorio-Aquino as senior legal adviser to the chairman to the board, concurrent to her roles in the telco. She remains senior vice president, privacy head and corporate secretary until the end of 2026.

Still, PLDT appears nowhere near to appointing a president and CEO to take over the reign from Manuel V. Pangilinan, who is also chairman of the board.
