THE mother of a minor who filed a complaint for rape, child abuse and corruption of a minor against a locator from Taiwan at the Subic Free Port has sought the help of the Department of Justice (DOJ) in unraveling the circumstances behind the complaint, insisting she was never a party to it.
Through her lawyer, Baltazar Beltran of the Beltran Madrid Law Office, the 39-year-old mother from Bataan said in the letter dated March 21, 2025, that she was never present nor signed any complaint against the businessman when it was allegedly filed by her daughter at the Office of the City Prosecutor (OCP) in Olongapo City on Feb. 13, 2025, nearly three years after the alleged incident took place.
In her affidavit submitted to the OCP on March 20, the mother said her daughter decided to leave their house sometime in January this year. Since then, she has no information on her whereabouts.
She added that she had just given birth last March 14 when she received the news about the complaint.
She went to the OCP on March 18 to testify that she did not sign nor participate in the preparation of the complaint.

Beltran said the deputy prosecutor of Olongapo declined to dismiss the criminal information and their request for the victim and the administering fiscal to be present to clarify the issue.
Instead, during the clarificatory hearing scheduled on March 24, the official summoned the alleged victim, the accused, his counsel, and their witnesses but not the administering fiscal.
"This incident involving fake identities of complainants and their custodians is alarming," Beltran said.
"We deem it proper to air our concerns through your honorable office because we cannot obtain answers and clarifications from the Office of the City Prosecutor of Olongapo City," the lawyer added.
Beltran also informed the justice secretary that they have "no intention to question" the processes at the DOJ but merely wanted to clarify if a complaint filed by an "impostor" is a valid complaint under the DOJ's rules of procedures.
