MANILA, Philippines — Lawyers for the families of missing activists Sherlyn Cadapan and Karen Empeño are asking the Bureau of Corrections (BuCor) to explain why court notices addressed to convicted Army general Jovito Palparan were refused and returned to sender by personnel of the New Bilibid Prison (NBP).
The National Union of People’s Lawyers (NUPL) released screenshots of undelivered Supreme Court (SC) notices to Palparan, with annotations stating that he is no longer in the NBP.
According to reports, Palparan had been moved either to BuCor-Baguio or the Philippine Military Academy.
The PMA deferred questions regarding the supposed transfer of Palparan to the BuCor.
The returned notices were among the reasons why the families of Cadapan and Empeño filed a manifestation asking the SC to confirm the whereabouts of Palparan.
BuCor Director Gregorio Catapang Jr. earlier described the reports as “fake news” and maintained that Palparan remains in the NBP. — Artemio Dumlao
