MANILA, Philippines — Since assuming office in 2022, and even during her candidacy, Vice President Sara Duterte had been largely silent about the annual commemoration of the People Power Revolution that toppled the 20-year rule of the late strongman Ferdinand Marcos. But a day before the 40th anniversary of the bloodless revolution, Duterte said the public
