Senators lament Catalina Cabral’s ‘unfortunate, tragic’ death

MANILA, Philippines — Senators lamented the “unfortunate and tragic” death of ex-Public Works and Highways Undersecretary Maria Catalina Cabral, hoping that she left notes or files that may have evidentiary value worth pursuing in the investigations surrounding the flood control scandal.  In a statement on Friday, Senate President Pro Tempore Panfilo Lacson said it was
