MANILA, Philippines — The Alliance of Concerned Teachers (ACT) yesterday criticized the decision of President Marcos to grant a three-tranche base pay increase for military and uniformed personnel starting 2026, noting that teachers and civilian workers are being left behind.

ACT chairperson Ruby Bernardo also questioned the timing of the announcement amid the persistent coup and destabilization rumors, as she dubbed it as a “politically motivated move” that exposes the administration’s skewed priorities amid deepening unrest in the country.

“Teachers have been demanding substantial salary increases for years. Frontline workers have been pleading for humane workloads and living wages. Yet this administration has made it painfully clear where its favor lies, and it is not with educators, health workers or the millions of ordinary government employees,” Bernardo said.

Bernardo questioned the rationale of the military uniformed personnel salary hike, especially amid unresolved questions on fiscal space, budget cuts to education and unaddressed corruption in infrastructure and disaster response.

Bernardo reiterated ACT’s broader calls to rechannel confidential funds and military pork toward education, health and other essential public services.

The Philippine National Police welcomed Marcos’ directive to improve support for military and uniformed personnel, saying the planned adjustments in base pay and subsistence allowances would lift morale across the organization.
