‘Tokhang’ survivor case triggers clash of judicial authority

MANILA, Philippines — Former President Rodrigo Duterte’s war on drugs has caused a clash of judicial authority centered on Efren Murillo, a 2016 survivor and first to challenge the legality of “Oplan Tokhang.” On one side is the Supreme Court (SC) that dismissed Morillo’s petition seeking a reversal of the dismissal of the criminal complaint
