FORECAST. PAGASA Weather Specialist Grace Castañeda explains the bureau's 11 pm bulletin for Tropical Storm Crising (Wipha) on July 18, 2025.
PAGASA
Parts of Northern Luzon will still have moderate to torrential rain due to Tropical Storm Crising (Wipha), says PAGASA late Friday evening, July 18
MANILA, Philippines – Tropical Storm Crising (Wipha) passed close to Santa Ana town in Cagayan province and was near Babuyan Islands on Friday evening, July 18, but the weather bureau said it is already “less likely” to make landfall in the area.
Crising was last spotted over the coastal waters of Calayan, Cagayan, moving northwest at a slightly slower 15 kilometers per hour (km/h) as of 10 pm on Friday.
It still has maximum sustained winds of 75 km/h and gustiness of up to 105 km/h, said the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) in a briefing past 11 pm.

Outside PAR, it may intensify into a severe tropical storm on Saturday evening or early Sunday morning, July 20.
Crising is the Philippines’ third tropical cyclone for 2025 and the second tropical cyclone for July, after Typhoon Bising (Danas) in the first week of the month.
PAGASA earlier estimated two or three tropical cyclones could develop within or enter PAR in July. – Rappler.com
