Sen. Erwin Tulfo vows to lead an evidence-based inquiry into government flood control projects as the Blue Ribbon Committee convenes on June 8, 2026.

MANILA, Philippines — Sen. Erwin Tulfo revealed that some of his colleagues in the Senate attempted to dissuade him from signing the Blue Ribbon Committee report.
In a June 11 interview on "Kapuso Mo, Jessica Soho," Tulfo said some of his colleagues became angry with him and accused him of lacking camaraderie after he signed the Blue Ribbon Committee report on the flood control projects.
“'Dapat hindi ka pumirma, kasi mga kasama natin, kawawa.' Hindi ko naman pwedeng ipikit-pikit," Tulfo said.
('You shouldn't have signed; have some pity on our colleagues.' I can't just turn a blind eye to it.)
“Ako 'yung vice chair. Masama naman tingnan na hindi ako pipirma,” he added.
(I’m the vice chair. It wouldn't look good if I didn't sign.)
Tulfo was referring to the partial committee report of the Senate Blue Ribbon Committee on anomalous flood control projects.
Nine signatures from senators are needed for the report to be discussed in the plenary. However, only seven senators signed the partial report.
Tulfo added that he signed the report “with amendments,” indicating he was not entirely satisfied with its initial content, particularly regarding the names of individuals included or excluded.
He specifically noted his dissatisfaction with the absence of Speaker Martin Romualdez’s name in the initial report.
“Nasaan na 'yung ibang mga congressman? Ang daming binanggit ni Discaya eh,” he said.
(Where are the other congressmen? Discaya mentioned so many names.)
Sen. Panfilo Lacson later lauded Tulfo’s pronouncements.
“Thank you Sen. Erwin for speaking the truth to confirm what I had thought all along was the real reason — bakit inamag at tuluyan nang napanis ang BRC (Blue Ribbon Committee) partial report. Quo vadis, Philippine Senate?” Lacson said in a social media post.
Tulfo is the current appointed chairman of the Senate Blue Ribbon Committee. He presided over the panel’s hearing on June 8.
However, a separate Blue Ribbon Committee hearing was also held by the Cayetano bloc on June 4, despite the absence of stenographers and secretaries.
