MANILA, Philippines — Water service to about 3,000 residents of Barangay Tumana in Marikina was restored yesterday after the payment of P15 million to Manila Water.

Marikina Mayor Maan Teodoro, along with 1st District Rep. Marcy Teodoro and city council members, settled the debt – a portion of the barangay’s P37.19-million obligation to Manila Water yesterday.

“Today, we paid P15 million as initial payment so that water services can be immediately reconnected in Barangay Tumana,” the mayor said, noting that the amount was released as emergency humanitarian assistance.

Under the “Patubig sa Tumana” agreement, residents pay their water bills to the barangay, which is tasked to remit the collections to Manila Water.

However, the utility firm said both incumbent and former barangay officials failed to remit the payments despite repeated demands, prompting the disconnection of all 13 common watering points covered by the agreement.

Yesterday, Teodoro and the city officials accompanied the water firm’s personnel in opening the 13 water gate valves in the barangay to ensure that water supply is restored.

Teodoro earlier sent a letter to Manila Water Marikina service area business operations chief Ronan Abear, warned him that the loss of water posed “an immediate threat to public health, sanitation and human dignity,” particularly for children, senior citizens and residents with medical conditions.

“No family should be deprived of this basic necessity, especially during a season meant for dignity, care and hope,” the mayor said.

The reconnection capped a tense week for Tumana residents, whose water supply was cut on Dec. 18 after Manila Water cited the barangay’s unpaid obligations amounting to P37,192,199 as of Dec. 2.

Teodoro said the city government would pursue accountability over the ballooning debt.

“We will find and hold those responsible accountable. We will make sure this does not happen again,” she added.
