MANILA, Philippines — University of the Philippines College of Law Dean Darlene Berberabe has been named the country’s new Solicitor General, succeeding outgoing chief government lawyer Menardo Guevarra.
Guevarra confirmed Berberabe’s appointment to reporters on Thursday, May 29, following his submission of a courtesy resignation on May 23. His tenure as Solicitor General began in July 2022.
End of Guevarra's term. During his term, the Office of the Solicitor General (OSG) recused itself from representing the government in petitions challenging the arrest of former President Rodrigo Duterte before the International Criminal Court.
The OSG maintained that the tribunal lacks jurisdiction over the Philippines.
Guevarra also represented the government in oral arguments over the transfer of excess funds from the Philippine Health Insurance Corp, or PhilHealth, defending the move as a temporary measure to address funding shortfalls.
Who is Darlene Berberabe?
Berberabe became dean of the UP College of Law in 2023. Prior to that, she served as CEO of the Pag-IBIG Fund starting in 2010.
She graduated summa cum laude and class valedictorian with a Philosophy degree from the University of the Philippines in 1995 and earned her law degree from UP Law as salutatorian in 1999.
Before her appointment as Solicitor General, she was also considered by the Judicial and Bar Council as a nominee to the Supreme Court, for the post to be vacated by Associate Justice Mario Lopez, who is set to retire on June 4, 2025.
