MANILA, Philippines — National Police Commission (Napolcom) vice chairman Rafael Vicente Calinisan yesterday filed criminal complaints against vlogger Francis Leo Marcos, whose real name is Norman Mangusin, before the Quezon City prosecutor’s office.

Calinisan filed cases of unjust vexation and cyberlibel in relation to Republic Act 10175, the Cybercrime Prevention Act, against Mangusin.

Calinisan was accompanied by Land Transportation Office chief Markus Lacanilao, who said he intends to file separate cases against Mangusin.

Mangusin got the ire of Calinisan and Lacanilao after the vlogger made disparaging remarks against the two officials on his vlogs, such as calling Calinisan uncircumcised and Lacanilao bald.

Calinisan said he filed the cases against Mangusin as a public official who wants to hold the social medial influencer accountable for his alleged crimes such as swindling overseas Filipino workers of their hard-earned money through bogus humanitarian projects.

Declaring himself a trillionaire on his social media accounts, Mangusin coined the “Mayaman Challenge” wherein he dared the rich to donate to the poor at the height of the COVID pandemic.

Mangusin was released from the Paranaque City Jail on Saturday after he posted bail for a separate unjust vexation case filed by another vlogger.
