MANILA, Philippines — The police have arrested former cop Rafael Dumlao III after hiding since July 2024.
In a press briefing on Tuesday, June 9, Interior Secretary Jonvic Remulla said that Dumlao was arrested in Pasong Tamo, Quezon City.
Dumlao is one of the government’s most wanted individuals. He was convicted of kidnapping for ransom with homicide over the killing of Korean businessman Jee Ick-joo in 2016.
He has been at large after the Court of Appeals overturned his 2019 acquittal in the killing. The appellate court sentenced him to reclusion perpetua.
Aside from kidnapping for ransom with homicide, Dumlao and his co-accused are also facing kidnapping and serious illegal detention and carnapping.
Dumlao was accused of killing the Korean national inside Camp Crame.
Remulla, citing the witnesses, said that Dumlao tried to extort the Korean national. When Jee Ick-joo refused to give money, Dumlao strangled him, burned his body and flushed it in the toilet.
The Angeles City Regional Trial Court (RTC) initially acquitted Dumlao in 2019 due to the “inconsistencies” of the government witness.
However, the Court of Appeals overturned this acquittal after it found that the Angeles City RTC had gravely abused its discretion through gross misapprehension of facts.
For the kidnapping with murder, the appellate court sentenced Dumlao to reclusion perpetua or 40 years imprisonment without eligibility for parole.
He was also sentenced to imprisonment for 30 to 35 years for carnapping.
For the fine, Dumlao was ordered to pay P350,000 in damages for kidnapping with homicide and P225,000 in damages for kidnapping and serious illegal detention.
