Intense monsoon rain to persist; 2 LPAs now inside PAR

FORECAST. PAGASA Weather Specialist Veronica Torres explains the bureau's forecast for the southwest monsoon and two low pressure areas inside the Philippine Area of Responsibility on July 21, 2025.

Aside from the southwest monsoon, two low pressure areas inside the Philippine Area of Responsibility are being monitored on Monday, July 21

MANILA, Philippines – Heavy to intense rain is expected to persist in parts of Southern Luzon and Central Luzon, including Metro Manila — areas that have already been battered for days by the southwest monsoon or habagat.

The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) released an updated rainfall outlook for the southwest monsoon at 5 pm on Monday, July 21.

The following areas are seen to have the most rainfall in the next three days:

Monday afternoon, July 21, to Tuesday afternoon, July 22

  • Heavy to intense rain (100-200 millimeters): Metro Manila, Zambales, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal
  • Moderate to heavy rain (50-100 mm): Pangasinan, Tarlac, Laguna, Quezon, Occidental Mindoro

Tuesday afternoon, July 22, to Wednesday afternoon, July 23

  • Heavy to intense rain (100-200 mm): Metro Manila, Zambales, Bataan, Pampanga, Bulacan, Cavite, Batangas, Laguna, Rizal, Occidental Mindoro
  • Moderate to heavy rain (50-100 mm): Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Tarlac, Quezon, Oriental Mindoro, Marinduque, Romblon, Masbate, Sorsogon, Albay, Camarines Sur, Catanduanes, Antique, Aklan, Capiz, Iloilo, Guimaras, Negros Occidental

Wednesday afternoon, July 23, to Thursday afternoon, July 24

  • Heavy to intense rain (100-200 mm): Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Abra, Benguet, Zambales, Bataan, Occidental Mindoro
  • Moderate to heavy rain (50-100 mm): Metro Manila, Apayao, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Rizal, Laguna, Quezon, Oriental Mindoro, Marinduque, Romblon, Masbate, Sorsogon, Albay, Camarines Sur, Aklan, Antique

PAGASA reminded affected areas to stay on alert for even more floods and landslides.

Aside from the areas listed above, many other parts of Luzon, the entire Visayas, Zamboanga Peninsula, Caraga, Northern Mindanao, and Davao Region may also have scattered rain and thunderstorms due to the southwest monsoon on Monday evening. The rest of Mindanao will only see isolated rain showers or thunderstorms.

With more rain looming, Malacañang on Monday approved the suspension of classes in all levels and government work for Tuesday, July 22, in Metro Manila, Zambales, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal, Pangasinan, Tarlac, and Occidental Mindoro.

Meanwhile, there are now two low pressure areas (LPAs) inside the Philippine Area of Responsibility (PAR).

The first LPA is farther from Philippine landmass, at 1,220 kilometers east of southeastern Luzon as of 3 pm on Monday. It formed on Sunday evening, July 20.

The second LPA formed inside PAR on Monday, and was located 405 kilometers east of Calayan, Cagayan, also as of 3 pm. The trough or extension of this LPA is bringing scattered rain and thunderstorms to Cagayan Valley.

Both LPAs currently have a “medium” chance of developing into a tropical depression within 24 hours.

PAGASA Weather Specialist Veronica Torres also said the two LPAs might merge. The combined weather system could then develop into a tropical depression.

The Philippines’ next tropical cyclone will be given the local name Dante.

So far, the country has had three tropical cyclones in 2025, two of them in July — Typhoon Bising (Danas) and Severe Tropical Storm Crising (Wipha)– Rappler.com
